Tiered Reimbursement

What is Tiered Reimbursement?
The Child Care Reimbursement System is a quality initiative that offers higher subsidy payments to programs that demonstrate they meet higher standards of care. Programs that are licensed as a center or facility and registered family child care homes are currently receiving Tier I rates through the child care subsidy program. Programs may apply for Tier II or Tier III reimbursement rates if specific higher quality standards are met.
Who is eligible?
To be eligible for Tier II reimbursement rates, a child care center or facility must have a regular operating license (not a provisional or initial), and a family child care home must have a certificate of registration for at least twelve (12) months. The program must also enroll children who receive subsidies for care.
If your program is interested in applying for Tier II or finding out more about this program, contact our Quality Improvement Specialist, Marcy Mueller, at Marcy.L.Mueller@wv.gov or call (304) 622-6528.

Once the General credential is achieved, providers can apply for one specialization credential that best represents their early childhood career. Currently, the Director, Preschool, Infant/Toddler, and Family Child Care Specializations are available. A $250 bonus payment and recognition certificate will be provided after a specialization is awarded. Contact Meagann.E.Morris@wv.gov for specialization forms and questions.
